Is an offline computing environment suitable for advanced artificial intelligence?

It seems to me this question has been asked backwards.  Rather, is an online, or networked, AI more suitable for AGI than an offline environment?  Of course, there are pros and cons to both.  For example, the original Jeopardy Watson was an offline environment, and was by many accounts a triumph of brute-force computing.  However, today “advanced” AI is more often interconnected with a variety of databases/knowledgebases as well as myriad remote APIs.
