Can someone guide me in making a Google Hangouts chat bot?
Forget text only bots, such as IM; that’s old hat. What’s needed is a fully interactive,audio-visual virtual human. I recommend looking at examples of Chatroulette video bots, as well as ManyCam, the popular Softcam.

First, you need to examine Google Hangouts terms of service to determine the extent to which automation is allowed. For instance, not only did Microsoft remove the Skype API, but they expressly forbid automation.
