Is there a tool that can scrape for specific keywords and automatically publish the articles it finds?

No, but lots of people have made things like this based on a pipeline or workflow.  Web spiders can be programmed to crawl for keywords or keyphrases.  Crawl results can be formatted in certain ways, such as into XML.  XML results can easily be auto posted to various social media via a host of different services.  There are other services offering so-called “Full Text” feeds, which pull and deliver the entire content underlying a feed.  There are plenty of WordPress plugins for doing things like this, which might make WordPress a good platform for this.
