Ningxia plays a central role in China’s national “Eastern Data, Western Computing” strategy, which redistributes data processing from the resource-constrained eastern regions to the energy-rich western regions. As one of eight national computing power hub nodes, Ningxia has been designated to host part of a unified national data infrastructure, with ten major data center clusters planned nationwide. Ningxia’s advantages include abundant renewable energy, favorable climate for data center operation, and stable geological conditions. The region has rapidly developed high-performance data centers, launched a unified computing power service platform, and established a “computing power trading platform” to optimize resource use. The “Western Data Valley” in Ningxia is being promoted as a key national digital hub, with support from local and national government policies. Cities like Yinchuan and Zhongwei are leading in infrastructure development, attracting cloud service providers like China Mobile, China Telecom, and Amazon Web Services.
The capital city Yinchuan is actively integrating AI digital humans across multiple sectors. The Yinchuan Public Security Bureau introduced two AI digital police officers named “Yuanyuan” and “Jingjing” to enhance law enforcement outreach and public safety education. AI digital humans are also being used in job recruitment via livestreaming, combined with night market events, to attract talent. In governance and public services, Yinchuan’s “digital human social security” system leverages AI to streamline employment, insurance, and personnel services. Educational institutions are deploying AI avatars for teaching, and companies use digital spokespersons to improve customer service. Additionally, AI digital humans support smart healthcare, digital museum guides, e-commerce livestreaming, and immersive cultural tourism experiences. The city is also positioning itself as a center for AI development, hosting major conferences like the Compute Power City Developer Conference, and supporting initiatives that include real-time 4K avatar generation, digital twin simulations, and AI-driven approval systems that process business licenses in minutes.
