Tibet Digital Human Timeline

This includes the launch of Tibet’s first AI digital human music video by the Tibet Radio and Television Station, the debut of the digital employee “Nong Xiaofa” at the Agricultural Development Bank of China’s Tibet branch, and active government-led initiatives like the “Tibet Digital Human Social Security Phase I” project. These efforts span cultural preservation, public services, and policy dissemination. Numerous tenders and procurements have been announced to support infrastructure for digital human systems in governance, education, healthcare, and tourism. AI digital humans are also being used in legal education, weather forecasting, museum interpretation, livestream e-commerce, and virtual customer service.

The “Tibet Digital Human Social Security Phase I” project is an initiative led by the Tibet Autonomous Region’s Human Resources and Social Security Department. It involves the planning, feasibility study, and initial investment estimation for the development of a digital human-based social services platform, alongside the construction of a comprehensive cybersecurity defense system. Multiple public procurement announcements have been made for the design and implementation of these systems, with competitive bidding processes for selecting service providers. The project forms part of Tibet’s broader digitalization and modernization efforts in governance and public services for 2024.

Lhasa is rapidly integrating digital human technologies across government, media, tourism, commerce, and public services. The city has launched initiatives such as AI-powered digital anchors for weather forecasting and virtual tour guides in cultural attractions. Events like the Global Digital Economy Conference in Lhasa have highlighted local advancements in generative AI, multimodal digital humans, and digital marketing. Companies are deploying digital humans for livestreaming, advertising, virtual assistants, and immersive exhibition platforms. The municipal government has supported projects like the “Digital Lhasa City Brain Phase II” and promoted collaboration with Beijing through digital economy forums. Local businesses are exploring digital humans for small enterprise promotion and retail engagement, while cultural applications include VR experiences and preservation of traditional Tibetan music.

The “Digital Lhasa City Brain Phase II” project is a smart city initiative by the Lhasa municipal government aimed at expanding its digital infrastructure. The project includes the development of intelligent platform capabilities such as digital human guides and a self-learning language platform. These features are intended to enhance public services, government communication, and urban management. Tender announcements were issued for its preliminary design and construction, indicating the city’s commitment to integrating AI and digital technologies into governance and public engagement.
