Hugo de Garis is an artificial intelligence researcher and professor. He was born in 1947 in Belgium and received his PhD in 1992 from Université Libre de Bruxelles. De Garis worked as a researcher at ATR (Advanced Telecommunications Research Institute International) in Japan from 1994 to 2000, and then at Starlab in Brussels from 2000 to 2001. He then became an associate professor at Utah State University and later a professor at Wuhan University’s international school of software. De Garis retired in 2010.

He is known for his work on neural networks and his views on the future of artificial intelligence. Hugo de Garis has worked on a research project to create a billion-neuron artificial brain. He argued that existing neural models were too small to produce intelligent behavior and that it was necessary to manually assemble evolved neural modules to create artificial brains. De Garis has written several books on these topics, including “Artificial Brains” and “Topological Quantum Computing.”

He has also expressed his belief that the development of artificial intelligence could lead to a conflict between humans and artificial “artilects,” which could result in billions of deaths. He has received criticism and debate from the AI research community.
