What are some dialog act recognition systems that are free for download and experimentation?

I’m going to go out on a limb, and say this appears to be wishful thinking for the moment.  I’d never heard of a “dialog act recognition system”.  In the whole of forever, variations have only been mentioned 9x times on Google Scholar, see below.  More often we hear about automatic or automated dialog act recognition, keeping in mind that dialog may also be spelled dialogue, and that dialog act may also be termed dialog acts (plural).  Dialog acts are a sub-set of speech acts, and both are sub-sets of Discourse analysis.
