I am not saying this is the best; it is very expensive. However, Edu2Code is run by the well known AI researcher Thomas Binford, and his wife Ione Binford. They have had a handwriting recognition and OCR solutions company, called read-ink.com, in Bangalore for quite a few years. And, with all due respect, be aware that professor Binford is relatively elderly at this point. (Mrs. Binford is available on Quora, at Ione Binford.)
